Seems like, to the extent that consumers paid tariffs (as opposed to some of it being absorbed by businesses), they won’t see any refunds. This system lets the businesses collect, but doesn’t obligate anyone to do anything with the refund. They can pocket it.

Months ago when the tariffs were announced, some foreign suppliers were pressured by their American buyers to accept some of the burden: hold prices steady or accept a smaller increase. Those suppliers just take a loss. Their American counterparty is getting some amount of refund, but they’re out of luck.

Dubbed “Project SAFE HAVEN,” the product is advertised by defense vendor Edge Ops LLC as a “question-based AI interface” that uses “persistent passive data collection” to map “patterns of life,” a surveillance tactic that ICE says will identify the “habitual locations, routes, and behavioral patterns” of its targets.

Additional features of the technology described in procurement documents include real-time location tracking and analysis that will categorize individuals and groups as affiliated with ostensible criminal organizations, such as gangs or cartels. When the US seized Venezuelan oil previously, Trump sold the seized oil to Vitol, a Geneva-based energy trading firm, in a deal worth approximately $250 million. Vitol's senior trader, John Addison, is a $6 million donor to Trump’s campaign.

The sale involved nearly 2 million barrels of crude oil which was seized off the coast in December 2025.

The oil was reportedly sold at a $50 per barrel, significantly higher than the $30 Venezuela price to China.

Proceeds from the sale were directed to an offshore account in Qatar with no oversight.

The Trump administration justified the seizure and sale as part of a broader effort to dismantle what it called an illicit oil network supporting "narco-terrorist" activities.
